I don’t think this was a quincineta– there was a big welcome home sign as well outside a building on President Street close to 5th Avenue in Park Slope last Wednesday or Thursday. I live on the street and noticed that after the party, the residents kicked these balloons away from their stoop in front of the community garden next door. It appears that they have all refused to clean up the now ugly and depressing latex refuse from the popped balloons. Thanks guys!
