This location is actually at the Prospect Park Zoo. I was there Sunday (as, apparently, was the photographer), and I saw this heron there.

An ice fishing heron?

Thanks for the correction Steve. We believe this heron also visits BBG. It is indeed fishing – at least hoping to fish. There’s a hole in the ice where it stands and waits patiently. It’s a particularly beautiful animal and we love having it visit (along with some local wood ducks and recently a Northern pintail).
