Mayor Bloomberg’s plan to accept photos and videos at 911 and 311 is going to have some eager users in the South Slope. They concern the ongoing nasty construction situation at 406-408 15th Street, which may be one of the best chronicled problems in all of New York City, yet one which keeps going and going and going.
